01Planning

Drill frequency met: 2 evacuation drills and 2 table-top exercises a year where a Fire Safety Manager is needed, at least 1 drill otherwise. SCDF ERP guidance
Scenario based on the site's main risks, such as a fire, a chemical spill or an injured worker.
Observers placed at exits, stairs and the assembly point, with stopwatches.

02Alarm

Alarm heard clearly in every area, including toilets, stores and noisy plant rooms. WSH (GP) Regs, reg 38(7)
Time from alarm to first people moving recorded.

03Evacuation

People used the nearest marked exit. Nobody used a lift unless the plan allows it.

Wardens swept their areas and reported them clear.
Visitors, contractors and people with mobility needs helped out.

04Assembly and headcount

Headcount taken against the attendance and visitor registers.
Time to full headcount recorded and compared with the target.
Missing people reported to the incident controller at once.

05Casualty response

First-aider reached the casualty and the 995 call was made for a medical emergency. MOM emergency response advisory

06Debrief

Debrief held with wardens, first-aiders and supervisors.
Each fault listed with an owner and a deadline.

Legal requirement

SCDF requires at least 2 evacuation drills and 2 table-top exercises a year at premises that need a Fire Safety Manager, and at least 1 evacuation drill a year at premises that need an Emergency Response Plan but no Fire Safety Manager. Singapore's WSH (General Provisions) Regulations require every worker to know the escape routes and fire routine, and fire warning devices tested at least monthly.
