Legal requirement
In Singapore, section 12(1) of the WSH Act requires employers to take reasonably practicable measures for safety, and MOM states this includes procedures for emergencies. The WSH (General Provisions) Regulations require accessible, regularly tested fire extinguishment and a clear means of escape. Designated premises must also keep an emergency response plan and hold drills under the Fire Safety (Emergency Response Plan) Regulations.
